I created these stars thru trial and error as I do everything in my life lol... Upset with PSP7 for changing the output on my opaque items when used as tubes on a transparent bg.......  The outcome was continuously ugly and no setting helped nor was there a help section on why it was doing that. 
 
I had to revert to making my own from scratch.  How did I make these stars?  With a pound of determination, one headache, stick left shoulder in your ear and go for it.    OK... maybe a bit more than that.
 
PSP 7
I used a transparent canvas 50x61  ( in the script I sized them to 50x50 ) 
 
Have your transparent canvases set to the tiles...... you can color them to your liking.
View/Zoom by 5  adjust canvas so you see the entire thing.
Paint with black size 1 down one row of the tiles right in the middle from top to bottom.
Paint from left to right across the center as well ... sorta judging your length.
Paint catty corner from left top to right bottom judging and from right top to left bottom....
Like an X  
 
Click Magic Wand click outer blank area
Click Selection/Choose Invert
 
Now this puppy is ready for painting, coloring, cloning onto etc........  How many of you guess what I used fill mine with?  (CCs Gold Bars lol???) 
 
You only need to make one of these.... Once the dancing ants is around the star that part is finished.
 
Open a new canvas same size and transparent.
Now on this one we are going to splatter some color (in my case my silver bar)  You can do this by using a custom brush and using the silver bar as the stroke.......  Or you can clone and make it small and just splatter some spots about......  this is the one that is the hardest.......cuz it takes a bit of time to get it to where you like it.
 
What I did.....  to test it to see if I was going to like the splatter part......
Once I got something I thought I liked.....  I
Click the black star canvas
Click Edit/Copy
Click the splatter Canvas
Click Edit/Paste
Save as a transparent gif......

Open a new compose page in Outlook Express
Make the page Black by
Click Format/Background/Color/Black
Now
Click in the letter body area
Click Insert/Picture and go get it....
 
I leave this page open.
I go back to PSP7 and edit my image some more
If I didn't like the splatter
I click undo which removed the black star paste
I either erased the canvas..... or got a new one and started from scratch.
Remember the black star is still copied to the clipboard and ready when you are to be pasted ontop of your new splatter creation.
When ya think ya got it save it as the same name in the same spot as the first...... that way you don't have to reinsert it in OE...... open that OE page and click the preview tab..... and it will automatically show the newest image you saved with that name.......   I work the edit and the preview tabs until I am happy with my splatter.
 
Now that you have your splatter done to your liking...... and your black star pasted on top of it with the dancing ants still on it......  You can now...... paint......clone........ whatever you wish to color the black star......
 
Save it......as a transparent gif........
ready for another color?  your all set up...... just chose it and go for it..... as long as the dancing ants are still on your star..... you can change it and save as many of them as you want.
