I created this spinning animation using a simple easy made graphic .... with the Painter.  I kept it small to keep the bytes down to a reasonably usable file size.   I took a screen shot and pasted it into my graphic program.  I like to prop work in PD3 still.  I made my canvas with a black background instead of transparent.
 
Right click Copy
 
I then opened PSP7
Click File
Choose New
Black Canvas not transparent
Click Edit
Choose Paste / New selection
 
Now that you have your image.... to create one like above you will need nine total copies.
Hold down the shift key and click the letter   d     it 8 times..... that plus the original will give you 9.
 
I calculated that a 45 degree rotation would be one complete turn from one prong as I will call it to the next.  Prong= a protruding section of my image.
 
If I rotated it 45 degrees and used that it wouldn't change anything... for each prong is the exact same. and where one was ... the new one would be in its place with nothing between.
 
So I decided that increments of 5 degree rotations until I reached 40 total degrees of rotation... for the 45 th already exists.  A complete movement from one prong to the next.
 
Use Image/Rotate/Free and highlight existing number and type in your degrees.
Keep track by stacking them ontop of each other as you go.... 
 
So frame 1 the original...
frame 2 rotate at  Free 5 degress  ...
frame 3 rotate at 10 degrees ...
frame 4 rotate at 15
frame 5 rotate at 20
frame 6 rotate at 25
frame 7 rotate at 30
frame 8 rotate at 35
frame 9 rotate at 40
 
 
Now that .. that is done, they are all stacked ontop of each other in order... From High to low or 9 on top going down to original on bottom.
 
Pile manipulation now....  you have them in a neat stack... take the top one and place it to the side ... we will make a new stack.... this first one you move is
 
frame 9.... after moving it...
Click Layers/Merge/Visible
 
Move frame 8 ontop of frame 9
Click Layers/Merge/Visible
 
Move frame 7 ontop of frame 8
Click Layers/Merge/Visible
 
Move frame 6 ontop of frame 7
Click Layers/Merge/Visible
 
Move frame 5 ontop of frame 6
Click Layers/Merge/Visible
 
Move frame 4 ontop of frame 5
Click Layers/Merge/Visible
 
Move frame 3 ontop of frame 4
Click Layers/Merge/Visible
 
Move frame 2 ontop of frame 3
Click Layers/Merge/Visible
 
Move frame 1 the original ontop of frame 2
Click Layers/Merge/Visible
 

Last phase is to save them in this correct order now... all in the same folder
 
Click and move the first one the original.....to the side again starting a new group.
 
Click SAVE AS and type 1
Note the folder you save it in and all the others will be saved in this same folder.
Click Save
 
Click and drag the next one ontop of the original number 1
Click SAVE AS and type 2
 
Click and drag the next one ontop
Click SAVE AS and type 3
 
Click and drag the next one ontop
Click SAVE AS and type 4
 
Click and drag the next one ontop
Click SAVE AS and type 5
 
Click and drag the next one ontop
Click SAVE AS and type 6
 
Click and drag the next one ontop
Click SAVE AS and type 7
 
Click and drag the next one ontop
Click SAVE AS and type 8
 
Click and drag the next one ontop
Click SAVE AS and type 9
 
You are now finished in PSP7 and ready to Open Your Animation Program.

I used Ulead Gif Animator
 
 
 
 
Click Animation Wizard ......... For me this is just an icon...on the far left side.... 
 
When choosing my files I hold down the ctrl button and click the last one ( in this case frame 9)
continuing holding down and ctrl button and work your way up your list from last to first... then they should all be in order. 
 
Once opened ... click to view your animation.  You like?  Click Save As and name it... follow the simple directions that open as the wizard guides u...
