Left previous... Right I clicked Colors/Adjust/Brightness and Contrast and played with the sliders to brighten it up.  My settings were Brightness 13 Contrast 25

It really depends on what you desire the outcome to be.  We have many options.
The top image is done by
Click Color/Colorize and playing with the sliders.
 
Awe that old Canvas effect......  This is done with a free filter.
The name of the filter is Texturize
An hour has passed and I have tried to find the creator of this filter with no luck.  Instead of uploading this filter to my site... I have found a site that offers it along with a tut... Click Here to go nab the filter.  I do not see any credit to its creator on this site either, but I do know the filter is free.
 
If you haven't added filters to you psp program... you will first need to create a folder for them.
Click Start
Click Run
Click the Browse Button
Drop down the top menu and Choose C drive if that is your main drive.
Double Click the folder that says Program Files
Double Click Jasc
Double Click Paint Shop Pro
Click the new folder icon and just start typing the name  plugins
Now your ready to download the filter and install it in this new folder.
